GENERAL 2023
Northshore Utility District
Commissioner Position No. 4
Northshore Utility District has five excellent commissioners who work well together to bring you safe, low-cost water. Keeping your water and sewer rates as some of the lowest in King County, we are working efficiently to maintain the utility facilities in excellent condition while having an exceptionally low employee to connections ratio. Having completed a survey of the entire district, we are on track in a comprehensive program to replace the older parts of the system to insure continuing safe and trouble-free service. With prudent financial management, we have maintained an outstanding AAA rating from Standard and Poor’s.
We have made a multi-million-dollar investment to strengthen our facilities and reservoirs from earthquakes. We exercise a leading role among the north Lake Washington municipal agencies in emergency preparedness, to which I bring a 30-year military background in security.
I appreciate your continued support in me by reelecting me as a Commissioner.

After serving 9 years as the Finance Director for the Northshore Utility District (NUD), and with over 35 years of total experience as a CPA in the public, corporate, governmental, and non-profit sectors, I am uniquely qualified for this position. I am a Director Emeritus at Kindering (an organization for developmentally disabled children) and have served as volunteer Treasurer for multiple local organizations.
To protect customer interests at a business level, it is crucial to have a governing board member with financial expertise. This critical role has been missing from NUD’s Board of Commissioners for many years.
My commitment to NUD’s customers will be to preserve low rates, ensure clean and plentiful drinking water, provide safe sanitary sewer services, maintain strong reserves to meet the demand for growth and asset replacement, minimize operating costs, and help ratepayers become more involved with important issues at the District. I appreciate your vote.
