I am seeking election to protest the necessity and source of taxation from the 2015 Washington State Legislature and to protest the handpicked selection of Ms. Welles by the Governor and KC Executive to fill the open position of KC Council.


My experience leads me to believe there are sufficient revenues from existing resources to satisfy our constitutional obligation to educate our youth without an increase in the B&O tax or a capital gain tax. Both sources would be extremely unreliable in a recessive economy. The capital gain tax also raises constitutional and jurisdictional issues as to its viability.


Both our State and Federal constitutions are designed to create governments of limited powers. If elected I would vote against legislation which imposes a tax on income or property of an individual without mandating that such legislation be sent to the voters for approval or rejection.


KC Council Position 4 is in a densely populated area. Expansion in employment and technological innovation from corporations such as Boeing, Microsoft, Amazon, etc. has resulted in immense traffic congestion. KC government should lobby hard for Federal assistance to resolve this issue. I will strive to communicate solutions to these and other problems.

I’ve been honored to serve in the State Senate for 21 years and look forward to representing you on the King County Council. I’m especially grateful for the support of retiring Councilmember Larry Phillips. We hold common values and public policy priorities, and work collaboratively in achieving common-sense solutions on challenging issues.


My goals will reflect social justice and economic opportunity in working to improve our:


Quality of Life and Natural Environment, creating a sustainable economy aligned with income equality, pay equity and local business opportunities; solving persistent growth, infrastructure and fiscal demands; conserving our natural resources and parks; addressing climate change; and enhancing arts, culture and heritage programs;


Public Safety while eliminating disparities in our juvenile justice and adult criminal justice systems, fighting human trafficking and commercial sexual exploitation of children, expanding proven diversion programs, and eliminating unsafe oil trains;


Mobility, emphasizing congestion reduction; transit, bicycling and pedestrian modes; and extension of light rail to Ballard and West Seattle through voter approval of Sound Transit 3;


Health/Human Services, addressing disparities in health care, mental health services and housing; and fairly implementing state and local adult and medical marijuana laws.
