Proposition No. 1
Replacement Educational Programs Maintenance and Operations Levy

The Board of Directors adopted Resolution No. 25-6 concerning a replacement levy for educational programs. This proposition authorizes the District to replace an expiring levy for educational programs and school operations that are eligible activities and not state funded by levying the following excess taxes upon all taxable property within the District:

Passage of Proposition No. 1 would allow Riverview School District No. 407 to renew an expiring levy for educational programs and operations. The proposed levy would authorize collection of supplemental annual excess property taxes of $12,882,801 in 2027, $13,268,589 in 2028, $13,665,950 in 2029, and $14,075,233 in 2030.

If voters approve this proposition, these taxes would be deposited into the District’s General Fund and used to pay for day-to-day school operations to meet student needs not funded by the state, including but not limited to: nurses, counselors, safety and security, instructional materials, athletics and extracurricular activities, specialized programs, transportation, instructional staff, maintenance of facilities, and other non-capital expenses necessary in the operation of the District.

Based on projected assessed valuation information, the District estimates a tax rate for this proposed levy of $1.50 per $1,000 of assessed value for each of the four collection years (2027, 2028, 2029, and 2030). A property tax exemption may be available to certain senior or disabled homeowners who meet specified income limits. Prop. No. 1 will renew the levy that voters passed in 2022 and that expires this year.  Levies account for approximately 16% of the Riverview School District’s annual general operating budget.  This fund pays for necessary operational expenses, including staffing (i.e. salaries for teachers, counselors, nurses, safety officers, and custodians).  This is not a new tax.

All students in the Riverview School District deserve a quality education.  The EP&O Levy helps to create an educational environment that benefits all students by funding alternative education options; multi-language programs; and extracurriculars such as athletics, music programs, and theater.
