Proposition No. 1

Replacement for Educational Programs and Operations Levy

The Board of Directors of Issaquah School District adopted Resolution No. 1248 concerning a proposition to support school programs and daily operations. This proposition authorizes the District to levy excess taxes on all taxable property within the District to maintain educational programs and support the District’s General Fund programming, daily operations, teaching, classroom materials, extracurricular activities, and transportation:

as provided in Resolution No. 1248 subject to legal limits on levy amounts and rates at time of levy. Should this proposition be approved?

Passage of Proposition No. 1 would replace an expiring levy and allow the levy of $75,200,000 in property taxes within Issaquah School District for collection in 2027, the levy of $78,200,000 for collection in 2028, the levy of $81,000,000 for collection in 2029, and the levy of $82,800,000 for collection in 2030.  In accordance with Resolution #1248 approving this proposition, these taxes would pay part of the general expenses of operating the District that are not funded or fully funded by the state.  General expenses of the District include employee costs (such as salaries), instructional materials, special programs, activities and sports, technology systems operation, transportation costs, maintenance of facilities and other non-capital expenses of operating the District schools.  If authorized by the voters, and based on projected assessed valuation information, estimated levy rates per $1,000 of assessed value would be $1.25 (2027 collection), $1.24 (2028 collection), $1.22 (2029 collection), and $1.19 (2030 collection).  The exact levy collection will be subject to the legal limits at the time of the levy and the rate shall be adjusted based upon the actual amount certified and the assessed value of the property within the District at the time of the levy.

I am a sophomore at a high school in the District and I participated in the Levy Committee that approved this bond. On behalf of the students in Issaquah School District (“ISD”), I am requesting you to vote yes on the Educational Programs and Operations Levy.

The funding provided by the state does not provide sufficient funds for the schools that our community needs. This levy is essential to close the gap between state funding and the quality education that defines ISD and our community. This levy funds 16.6% of ISD’s operations budget. When the levy committee (a mix of students, residents, teachers, and administrators) looked at what programs are necessary, we supported this levy to provide those programs. These funds will provide smaller class sizes, specialized instruction materials, counselors, nurses, and expand student well-being support. If the levy fails there will be cuts to programs, teachers and staff impacting learning, achievement and essential resources. This levy is an investment protecting and enhancing the community and property values.

Since this is a replacement levy, it will not raise your tax rates. All three levies are endorsed by Senator Victoria Hunt, and Representatives Lisa Callan and Zach Hall.

We all support proper funding for ISD schools and students. Sadly, ISD bureaucrats have a history of requesting money for one thing and then using taxpayer dollars to fund something completely different.
In 2022, a Levy was passed that included support for students' mental health (as does this one). However, soon after it passed, funding for that program was terminated to "balance the budget".

We will support appropriate funding requests when the Issaquah School District demonstrates that it will spend the funds for the purposes for which they advertised. ISD needs to prove they keep their word before asking for more of our tax dollars. Vote No on Proposition 1.

The con statements raise issues that have been resolved and fail to identify how schools will be funded if the levies fail.  The issues raised by the con statements occurred years ago and have been resolved.  The District: (1) hired a new superintendent; (2) a new school board has been elected; (3) instituted a Capital Projects Oversight Committee of citizens to monitor and ensure all levy funds are properly spent. We admire this student and wish they were in charge of the ISD budget. Sadly, the bureaucrats in charge have often vowed to use funds for certain purposes and then spent them on something else. Specifically, the “Student well-being” funds from the 2022 levy, as noted in our Con statement. Until they demonstrate fiscal responsibility and truly earn voters' trust, we must Vote No.
