Proposition No. 1
Parks, Recreation, Trails, and Open Space Levy

The King County Council adopted Ordinance No. 19922 replacing the expiring parks levy. If approved, this proposition supports county, city, park district, and town parks, open space, and trails; recreation; public pools; and educational and civic venues. It authorizes an additional six-year property tax beginning in 2026 at $0.2329 per $1,000 of assessed valuation, uses the 2026 levy amount to compute annual increases in 2027-2031 by the King County inflation plus population index or chapter 84.55 RCW limitation, whichever is greater, and exempts qualifying seniors, veterans, and disabled persons under RCW 84.36.381. Proposition 1 would authorize an additional regular property tax levy to replace an expiring levy and would fund King County’s system of parks, trails, and open space. Levy proceeds would also be used for operations, maintenance, and facility improvement projects for county, town, city, and park district parks, and for grant programs and community partnerships throughout the County supporting healthy communities and parks, aquatic facilities, ballfield preservation and access, climate resilience, and youth and amateur sports. The levy would further provide funding for Woodland Park Zoo; Seattle Aquarium; Memorial Stadium; Seattle’s Waterfront Park; Pacific Science Center; recreation facilities; and acquisition, conservation, and stewardship of additional open space and forests.

The levy would have a duration of six years beginning in 2026. The rate in the first year would be limited at just over 23 cents ($0.2329) per one thousand dollars ($1,000) of the prior year’s assessed valuation. For a property with an assessed valuation of $844,000, the maximum rate would be approximately $16.38 per month in the first year. The dollar amount of the levy collected in the first year would be the base for computing annual increases for years 2027 – 2031 which would be limited by the greater of: (1) the King County inflation plus population index published by the King County office of economic and financial analysis; or (2) the chapter 84.55 RCW limitation. The levy would include an exemption for qualifying seniors, veterans and others under RCW 84.36.381 and provision for a levy oversight board.

This measure renews funding for more than 250 parks, playfields, swimming pools, and hands-on learning destinations, in every city and across rural King County. Your vote will fund essential maintenance, update restrooms and playgrounds, expand ballfields and sport courts, provide programs for families, and improve safety with additional park rangers.

Healthy and Safe Places to Play and Learn– For All: Our parks, playgrounds, ballfields, trails and swimming pools are essential places for kids to play, learn to swim, and for our communities to gather, recreate and enjoy nature.

Protecting our Forests, Water, and Climate: As our region continues to grow, it is essential that we act now to preserve and protect our last forests, farmlands, open spaces and waterways. This levy protects these treasured landscapes, and provides a model for regional climate action.

Equitable Investments in Trails and Parks: Your Yes vote will expand our regional trail system, improve access to popular hiking and biking areas, and provide direct resources for parks and playfields for cities large and small. 

Accountable and Impactful: This measure builds on over two decades of successful levies, and will cost an average homeowner around $2.50 more per month than the current, expiring levy - a small investment in our health, environment, and quality of life. Levy investments are independently audited for accountability with annual public reporting from the Parks Oversight Committee.
