Annexation of the District into the Renton Regional Fire Authority

King County Fire Protection District No. 40 (District) proposes to annex into the Renton Regional Fire Authority (RRFA). Annexation of the District would be subject to the terms of the RRFA plan amendment attached to District Resolution No. 592. Shall District voters approve of the RRFA plan amendment and annexation of the District into the RRFA, making the District a part of the RRFA?

The Board of Fire Commissioners of King County Fire District 40 (“District”) passed Resolution No. 592. Under the terms of Resolution No. 592, the District seeks voter approval for the annexation of the District into the Renton Regional Fire Authority (“RRFA”) for fire protection and emergency medical services (EMS). 

The District has a long history of contracting with the RRFA for fire protection and EMS within the District. As a result, annexation is not expected to change the delivery or the level of services to the residents of the District.

If a majority of the registered voters within the District approve the annexation, and the RRFA plan amendment as reflected in Resolution No. 592, the District will be deemed to be a part of the RRFA. The annexation would become effective July 1, 2025. The District will not dissolve in the event of annexation, but the District will not levy taxes or benefit charges. Instead, District voters will be subject to the levy of taxes and benefit charges of the RRFA. District voters shall be entitled to vote on all ballot measures proposed by the RRFA—including those pertaining to taxation and benefit charges. District voters will have representation on the RRFA Governance Board.

Approving Proposition 1 will significantly benefit King County Fire District 40 (KCFD 40) residents by enhancing representation and reducing long-term costs. Currently, KCFD 40 has only one non-voting position on the Renton Regional Fire Authority (RRFA) board. Prop 1 will increase this representation to two voting members, ensuring that our community has a stronger voice in critical decision-making processes that affect our safety and services.

Joining RRFA will also provide long-term financial benefits. By combining resources and reducing operational redundancies, KCFD 40 will save on future capital costs, which could otherwise result in higher taxes for our residents. Additionally, Prop 1 will allow for a streamlined governance structure, reducing the number of fire commissioner positions from five to three. This will decrease the frequency of elections, saving taxpayers money in the long run.

This proposition strengthens local fire protection while making our services more efficient and affordable. Approving Prop 1 ensures that KCFD 40 residents have greater influence in the future of our fire services, with an eye toward sustainability and cost savings. Vote Yes on KCFD 40 Prop 1 to secure a safer, more efficient, and fiscally responsible future for our community.
