Capital Projects Levy

The Board of Directors of Enumclaw School District No. 216 adopted Resolution No. 1139 concerning a proposition for a capital levy. The proposition would authorize the District to levy the following excess taxes on all taxable property within the District to renovate, replace and improve existing facilities of the District:

Passage of Proposition No. 1 would enable Enumclaw School District to fund capital improvements to district-wide educational facilities. The funds collected from this levy would support critical maintenance and improvement projects not funded by the State. If voters approve this proposition, the District would use the levy funds to make district-wide student health and safety improvements, including upgrades to electronic access control and alarm systems; HVAC replacements; replacement of kitchen equipment district-wide; and upgrades to radios and installation of GPS equipment in school buses. The District would also use levy funds for facility improvements to extend the useful life of several school and support facilities, including roof improvements and replacements; installation of energy-efficient lighting; replacement of boilers, pumps, water heaters, shut off valves, and various hardware district-wide.

The proposed levy would authorize the collection of taxes to provide up to $3,000,000 annually from 2026 to 2029. Based on projected assessed valuation information, the District estimates tax rates of $0.37 per $1,000 of assessed value for collection in 2026, $0.36 per $1,000 of assessed value for collection in 2027, $0.34 per $1,000 of assessed value for collection in 2028, and $0.33 per $1,000 of assessed value for collection in 2029. 

Tax exemptions may be available to homeowners who are 61 or older, or disabled, and who meet certain income requirements. For information regarding exemptions, call the King County Assessor at (206) 296-7300.

This levy is less than 5% of the bond request in February 2023 ($12 million vs $253.2 million). Students in all eight school buildings will benefit from improved learning environments. The 31 repairs address leaking roofs, failing water heaters, broken heating systems, out-of-date alarm panels and much more.

After two failed bond requests in 2023, a citizens' committee researched the facility needs throughout the district. This investigation led to the identification of the projects included in this levy that reflect the most immediate needs to ensure our students have safe, warm, and dry learning environments. 

Another important outcome of this committee was the commitment by the district to keep citizens involved in future capital projects.  A citizens’ oversight committee will add a layer of transparency and ensure project completion and the stewardship of your tax dollars.

This levy will replace and upgrade many building systems that are past their functional lifespan. Kibler Elementary is 73 years old and urgently needs a new roof. JJ Smith, Westwood Elementary, and EHS also need roof replacements. New HVAC systems at Southwood Elementary and EHS are needed to replace broken, obsolete systems that cause classrooms to be too cold.

Forty-year-old hot water heaters at EMS need to be replaced with energy-efficient systems. TMMS and Southwood also require new water heaters. Lighting systems that no longer have replaceable parts need to be swapped out with safer and less expensive LED lighting at several schools.
