Re-Establishing Property Tax Levy Rate of up to $1.50 per $1,000 of Assessed Valuation for a Six Year Period (2024-2029)

The Board of Fire Commissioners for South King Fire & Rescue adopted Resolution No. 629, concerning a proposition to maintain and adequately fund District operations. Proposition No. 1 would restore the District's regular property tax levy rate to $1.50 per $1,000 of assessed value for collection in 2024, and permit annual revenue increases of up to 6% for each of the succeeding five years, with the levy never exceeding the $1.50 per $1,000 rate limit. The dollar amount of the levy in 2029 shall serve as the base for subsequent levy limitations as provided by Chapter 84.55 RCW. Shall Proposition No. 1 be approved?

South King Fire and Rescue (SKFR), serving the citizens of Greater Federal Way, Des Moines, and North/South Lakeland Unincorporated areas is placing a multi-year lid lift proposition on the August 1, 2023, primary ballot. SKFR responded to the community’s requests for emergency medical care, fire suppression, rescue, and other emergencies, 24,429 times in 2022. This is a 20% increase in calls for service since 2018 when voters last approved a lid lift. However, while firefighters are responding to more calls, the $1.50 regular levy rate previously approved is projected to fall below $1.25 due to statutory limitations.

 

This lid-lift proposition is presented to allow voters to override the 1% growth limitation imposed by Initiative 747. If the lid lift does not pass, the total property tax revenue of SKFR would be limited to 101% of SKFR’s previous year’s revenue after 2024.

 

If this proposition passes, a taxpayer with the average home value of $500,000 would anticipate an increased tax of $10.00 per month.  

 

Passage of this proposition will reauthorize the property tax levy rate of $1.50 per $1,000 of assessed valuation for collection in 2024, coupled with annual increases of up to 6% in each of the five subsequent years. This will maintain an effective level of service. The dollar amount of the levy in 2029 would be used to calculate future levy increase limits.

South King Fire & Rescue (SKFR) needs your support to reinstate the previous fire district levy rate. The lid lift allows the district to collect what is allowable by law to fund critical services.

 

Growing Demand for Service. Development and population growth contributes to more 911 calls daily. SKFR has seen a 20% increase in emergency responses since 2018. Calls for fire, medical, and other life-threatening incidents now near 25,000 a year!

 

Not a New Tax. This is not a new tax.  It re-establishes the previous levy rate of $1.50 per thousand of assessed property valuation (currently $1.25) and re-authorizes the “lifting” the lid on the one percent limitations imposed by Initiative 747 in 2001. Lifting the lid allows district funding to adjust with inflation, but not exceed six percent each year.

 

Support Fire. Despite increasing demand for service, funding options for fire districts are limited. Without this critical funding, SKFR would be forced to limit growth and resources at a time when our community requires more. Strained resources ultimately result in slower response times and a lower quality of service.
