Proposition No. 1
Replacement of Existing Educational Programs and Operations Levy

The Board of Directors of Skykomish School District No. 404 adopted Resolution No. 04-2022 concerning educational funding. This proposition authorizes the District to levy the following excess taxes, to replace an expiring levy, on all taxable property within the District, to support the District’s educational programs and operations not funded by the state:

Passage of Proposition No. 1 would replace an expiring levy and allow the levy of $142,561 in property taxes within Skykomish School District for collection in 2023, the levy of $145,215 for collection in 2024, the levy of $147,923 for collection in 2025, and the levy of $150,684 for collection in 2026.  In accordance with Resolution No. 04-2022 approving this proposition, these taxes would be deposited in the Skykomish School District’s General Fund to pay part of the general expenses of operating the District.  General expenses of the District include employee costs (such as salaries), instructional materials, special programs, activities and sports, technology systems operation, transportation costs, maintenance of facilities and other non-capital expenses of operating the District schools.  If authorized by the voters, and based on projected assessed valuation information, the estimated levy rate per $1,000 of assessed value would be $0.61 for collection in the years 2023 through 2026, inclusive.  The exact levy rate shall be adjusted based upon the actual assessed value of the property within the District and the legal limit of the levy amount at the time of the levy.

The Skykomish  School is located in the small mountain Town of Skykomish, which is located on Highway #2 sixteen miles west of Stevens Pass.   Our school has always been not only a place of education for our community and surrounding area, but it brings our community together at events such as graduation, Christmas performances by the students and other gatherings.  You will always meet your friends and neighbors there supporting our school and its students.

 

The Covid Pandemic has been very difficult on our school, its staff and its students. They like other schools across the nation are working to rebuild what has been lost during the Pandemic.  They need our support.

 

Can you imagine living in a community with no school and no younger generation?  The students would have no sense of belonging if they had to travel many miles by bus to the next nearest school down the mountain.   Would families even choose to settle in Skykomish if there was no school?

 

The August Primary Election Levy  is for Student Support and Enrichment.     We ask you to support our school , its staff and its students with your vote.

The McCleary Decision was a promise to swap local levies for state funding. Instead, state school property taxes increased dramatically and local school taxes have kept spiraling out of control.

 

Skykomish SD funding and spending, as of 2020-2021, is approximately $50,000 per pupil per year - one of the highest in the state and more than double most other districts. And the district has the nerve to ask local citizens for more in an Enhancement Levy that they are calling a "replacement" Educational Programs and Operations Levy.

 

Last summer, 2021, the Skykomish SD teachers' union "negotiated" their 2 year contract. No taxpayers were invited to the closed bargaining process. The contract includes increases of whatever inflation is plus 1% on top of their already increasing annual salary schedule. Do you get that kind of deal? So they are worsening inflation. And now they will claim that this levy is needed to fill the gap they themselves created.

Don't worry. The school will still be there even if you vote against this unnecessary tax increase.

 

COVID has been difficult on taxpayers too. Inflation, a substantial amount of it caused by unchecked public school district budget-busting spending, is also taking a toll. Skykomish and all other WA school districts need to start being frugal and stick to the McCleary Decision state (fully) funded budget. Stop taxing people out of their homes.
