Renewal of Sales and Use Tax for Transportation Improvements

The North Bend City Council adopted Resolution No. 1982 concerning a proposition to finance transportation improvements. This proposition would authorize renewal and reimposition of a sales and use tax at a rate of two-tenths of one percent (0.2%) to be collected from all taxable sales and uses, for a period of 10 years, to fund projects identified in the City of North Bend’s Transportation Improvement Program (TIP), multi-modal connectivity projects, and other street, sidewalk, and trail repair and improvements. Should this proposition be approved?

In 2011 the North Bend City Council formed Transportation Benefit District No. 1 as authorized by state law.  That same year, as a means to provide funding to Transportation Benefit District No. 1, North Bend citizens passed a measure approving an increase in the City’s sales and use tax by two-tenths of one percent (0.2%).  The tax became effective April 2012 and has been spent only on transportation improvement projects approved by the North Bend City Council. This tax is paid by everyone, residents and non-residents alike, who make taxable purchases within the City.

 

State law authorizes the current transportation improvement tax to be in effect for ten years, and also authorizes one renewal for an additional ten-year period.   The current tax expires March 31, 2022.   If approved, this ballot measure will implement the authorized ten-year renewal.  The renewal will retain the current sales tax imposed at the rate of two-tenths of one percent (0.2%) on all taxable purchases within the City limits, and the renewed tax must be used only for transportation improvement projects approved by the North Bend City Council.

The City of North Bend established a Transportation Benefit District (TBD) in 2011 to fund necessary transportation improvements and repair deteriorating streets and walkways. The measure passed in 2011 with overwhelming support. Renewal of our TBD for the next ten years provides a source of revenue dedicated to the City’s transportation network with a very small impact on residents.

 

Proposed renewal of the sales tax of two-tenths of one percent would generate approximately $700,000 annually for the exclusive purpose of funding transportation improvements within the city. The tax does not apply to groceries, prescriptions or gasoline. The majority of the funds have been and will be generated by visitors.

 

North Bend has benefited greatly from 10 years of TBD revenue and was able to complete numerous projects that had significant positive impacts to the livability of our city. The reconstruction of Pickett and Boalch were the first projects paid for by TBD funds.  Future projects will include repaving NE 6th, NE 8th and sidewalk reconstruction in Forster Woods and Si View. 

 

This proposition will continue to enhance our community while equitably sharing the cost with those that benefit from and use our facilities.
