Replacement Educational Programs and Operations Levy

The Board of Directors of Federal Way Public Schools adopted Resolution No. 2017-15 concerning a replacement levy to continue funding for educational expenses not fully funded by the State, including instructional programs beyond the state minimum, enhanced staffing, program components, professional learning, scholar and program support, and school operations and authorizes the following excess levies to replace an expiring levy on all taxable property within the District as provided in the Resolution:

Passage of Proposition No. 1 allows the Federal Way School District to replace an expiring levy.  Due to legislative changes in K-12 funding, this levy is $20,000,000 less per year than the previous levy.  The EP&O levy funds essential staff and educational programs beyond what state funding offers for basic education. The levy provides funding for instructional programs beyond the state minimum instructional offerings, staffing ratios, program components, professional learning, student and program support, and school operations.

For Federal Way schools, this essential funding continues support for teaching and para-educator staff for general, special, and transitional bilingual education; school nurses and counselors; security and technology staff; transportation; enriched learning opportunities such as AVID, International Baccalaureate, Cambridge and College Board; and athletics and extracurricular activities and more.  For additional information please see www.fwps.org.

If approved, this levy will replace an expiring levy and will be collected for four years beginning in 2019 for collection in the school years of 2018-19 through 2022-23, at an approximate tax rate of $1.50 per $1,000 of assessed valuation, not to exceed $33,000,000 for collection in 2019, 2020, 2021 and 2022.

This levy sets a maximum dollar amount for collection (voter authority).  Legal collection authority may be less depending on annual Washington State legislative actions and the actual assessed valuation.

Exemptions from taxes may be available to homeowners who are 61 or older, or disabled, and who meet certain income requirements.  For more information, call the King County Department of Assessments 206.296.3920.

Vote Yes for Schools by renewing the Federal Way Educational Programs and Operations levy! This levy means keeping existing teachers, nurses, athletics and educational programs in our schools. The state does not cover all of these costs.

This is not a new tax. Since 1980, Federal Way voters have maintained this levy to fund essential school staff.

It is important to know that the school district is reducing taxes with this levy renewal. Beginning in 2019, local property owners will see a tax decrease of 37% and will pay $570 less per year. The tax rate decreases from an estimated $3.58 to $1.50 per $1,000 assessed value.

This levy is 10 percent of the overall district budget, funding 300 current staff members who help students learn. This includes nurses, special education, English Language Learner services, athletics, security, music and after school programs.

The levy fills in gaps from state funding. For example, did you know the state only funds 3.5 nurses across our entire district? This levy would continue to fund the remaining 19 nurse positions needed to serve all students.
