Continuation of Community Municipal Corporation

The community council of East Bellevue Community Municipal Corporation adopted Resolution No. 561 concerning this proposition to continue the community municipal corporation. Pursuant to RCW 35.14.060, this proposition would continue the existence of the community municipal corporation for an additional four years. Should the East Bellevue Community Municipal Corporation remain in existence until the first Monday of January, 2022?

In 1969 the East Bellevue annexation to the City of Bellevue was approved by the voters residing within the annexation boundaries. The voters also approved the creation of a community municipal corporation for the annexed area, which has a five member governing body elected by the voters, called the “community council”. The community council has authority to approve or disapprove ordinances and resolutions of the city council affecting land, buildings and structures within the community council municipal corporation with respect to the following: 1) comprehensive plan; 2) zoning ordinances; 3) conditional use permits; 4) subdivision ordinances; 5) subdivision plats; and, 6) planned unit developments.

The community council may also advise, consult and cooperate with the city council on local matters directly or indirectly affecting the service area.

Under state law, the community municipal corporation may continue in existence for four year periods with the approval of the voters within its jurisdictional boundaries. On February 7, 2017 the East Bellevue Community Council adopted Resolution No. 561 requesting that a proposal for continuation be placed on the ballot.

If a majority of votes is cast for continuation, the East Bellevue Community Council shall continue in existence for a four-year period. If a majority of votes is not cast for continuation, it shall cease to exist and cannot be reestablished.

A vote Yes to continue the East Bellevue Community Municipal Corporation allows the East Bellevue Community Council (EBCC)  to continue to work on our behalf.  Local level decisions make a difference!

The EBCC is a unique form of local government, ensuring a continued dialogue between the neighborhoods and City of Bellevue leadership.  The neighborhoods are key to Bellevue's growth and livability - and should always have a 'voice'.

The EBCC provides an effective means to address issues directly impacting homeowners and their property, including land use codes and zoning.  The EBCC reviews and supports mitigation of pass-through traffic on our neighborhood streets and proper maintenance of parks and public areas through-out our East Bellevue community.

The EBCC helps residents become engaged, thus making good decisions involving community improvements.  The EBCC leadership is elected by you!

Through your participation and input at monthly meetings, the EBCC will continue to make informed decisions, reflecting our goals for our neighborhoods. The strength of neighborhood involvement has been shown time and again to be essential to many key decisions made by the City of Bellevue, continuing to shape the attributes of calling Bellevue 'home'.
