Proposition No. 1
Levy Lid Lift for Public Safety

The Carnation City Council has proposed a levy lid lift to raise additional funds for public safety.

To fund current public safety service levels, this proposition would: raise an additional $58,500 by setting the regular property tax rate for collection in 2010 at $1.49 per $1,000 of assessed valuation; increase the levy amount for years 2011-2015 by the Consumer Price Index (CPI-U) percentage change, thereby setting the limit factor at 100 percent plus the CPI-U percentage change; and use the 2015 levy dollar amount to compute the limitations for subsequent levies.

Should this proposition be approved?

YES

NO

Ensuring sufficient funding for public safety services such as police, jails and prosecution are important budget priorities of the Carnation City Council. Proposition 1, if approved, would provide additional monies that would be specifically earmarked for this purpose.

State law allows cities to “lift” the cap on regular property tax levy increases by obtaining voter approval of the proposed increase. The City’s regular property tax rate is currently $1.04 per $1,000 of assessed valuation. Due to an expected 12% decrease in the assessed valuation of property, the 2010 property tax levy rate is expected to increase to approximately $1.19 without significant change in the amount of property tax collected by the City. If Proposition 1 is approved, the City’s tax rate for collection in 2010 would increase to $1.49 generating approximately $58,500 in additional property tax revenue for 2010. The additional $58,500 would be used to help maintain existing public safety service levels. The levy amount for years 2011 through 2015 would also automatically increase by the percentage change in the local Consumer Price Index, which would help to ensure that the public safety funding authorized by Proposition 1 will keep pace with the future rate of inflation.

For properties valued at $350,000, landowners currently pay approximately $364.00 per year in City of Carnation property taxes. Under Proposition 1, this amount would increase to $521.50 for collection in 2010, with automatic CPI increases for each of the succeeding five years.

Police services represent the largest cost to the City of Carnation. Over the past couple of years Carnation has had one of the lowest crime rates in all of Washington. This levy is needed to ensure that Carnation continues to have a low crime rate and provide the public safety we all expect for our community.

Passage of this levy will ensure that Carnation will continue to provide the same level of Public Safety and Police Services as currently exists. The levy will generate a maximum of $60 per year for a homeowner with an assessed value of $200,000. For a homeowner with an assessed value of $300,000 the maximum will be $90 per year. That’s a small price to pay for Public Safety.

Without this levy, hard decisions will need to be made which may result in diminished Police Services and Public Safety for our City and residents. Even with passage of this levy, the total property tax rate will still be lower than it was just a couple of years ago.

Please show your support for our Police Services by voting yes on November 3rd.

RESOLUTION NO. 343

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARNATION, WASHINGTON, PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY AT THE NOVEMBER 3, 2009 ELECTION OF A PROPOSITION AUTHORIZING AN INCREASE IN THE REGULAR PROPERTY TAX RATE IN EXCESS OF THE INCREASE OTHERWISE ALLOWED BY CHAPTER 84.55 RCW FOR PURPOSES OF FUNDING PUBLIC SAFETY SERVICES; SETTING FORTH THE BALLOT TITLE THEREFORE; REQUESTING THAT THE DIRECTOR OF THE KING COUNTY RECORDS, ELECTIONS, AND LICENSING DIVISION PLACE THE PROPOSITION ON THE NOVEMBER 3, 2009 ELECTION; AND FIXING THE TIME WHEN THE SAME SHALL BECOME EFFECTIVE.

WHEREAS, the City of Carnation contracts for police and other criminal justice services; and

WHEREAS, the costs for these public safety services continue to increase and the City’s limited tax revenues are not able to keep pace; and

WHEREAS, the citizens of Carnation have expressed their desire to maintain these critical services at their current levels; and

WHEREAS, the City Council has agreed to ask the voters whether they are willing to fund the increasing costs for the police services contract and criminal justice expenses such as prosecution and jail expenses through a levy lid lift; now therefore,

THE CITY COUNCIL OF THE CITY OF CARNATION, WASHINGTON, HEREBY RESOLVE AS FOLLOWS:

Section 1Levy Lid Lift Election Called For.  Pursuant to RCW 84.55.050, the Carnation City Council hereby calls for submission of a proposition to the qualified electors of the City asking whether the City shall levy regular property taxes in excess of the limitation established in RCW 84.55.010.  The Director of the King County Records, Elections and Licensing Services Division, as ex officio supervisor of elections in King County, is hereby requested to call the election in the City of Carnation on November 3, 2009.  The proposition to be submitted to the qualified voters of the City for their approval or rejection is to authorize increasing the City’s regular property tax levy by up to $0.45 per $1,000 of assessed valuation, to a total possible levy rate of $1.49 per $1,000 of assessed valuation, for collection beginning in 2010.  The City’s intent is to seek an increase in property tax revenue of $58,500 in 2010.  Given the potential for changes in assessed valuation, the levy rate of $1.49 is being requested for the year 2010 through the levy lid lift ballot proposition set forth in Section 3.  However, the City does not intend to seek a levy rate in 2010 for more than $58,500.  Under the ballot proposition below, for the years 2011 to 2015 the levy amount would increase by the percentage change in the Seattle-Tacoma-Bremerton Consumer Price Index for All Urban Consumers (CPI-U) as measured from the June to June period, thereby setting the limit factor for the five succeeding years at 100 percent plus the percentage change in the CPI-U.  The dollar amount of the 2015 levy would be used for the purpose of computing the limitations for subsequent levies.

Section 2.  Purpose of Levy.  The purpose of the proposed levy lid lift is to provide funding for public safety services, including law enforcement operations, prosecution services and jail expenses.

Section 3.   Ballot Proposition.  The City Clerk is hereby authorized and directed, not later than August 11, 2009, to certify a proposition to the King County Records, Elections and Licensing Services Division, as ex-officio Supervisor of Elections in King County Washington, in substantially the following form:
