Proposition No. 1
Annexation Into Shoreline Fire Department Regional Fire Authority

The Bothell City Council adopted Resolution No. 1784, approving annexation into the Shoreline Fire Department Regional Fire Authority and related plan amendment. To maintain current fire and emergency medical service levels and provide long-term financial and operational sustainability for such services within Bothell, should Bothell be annexed into and become a part of the Shoreline Fire Department Regional Fire Authority, effective March 1, 2027, pursuant to the plan amendment, as provided in Resolution No. 1784?

Yes

No

The Bothell City Council adopted Resolution 1784 requesting voter approval to annex into and become part of the Shoreline Fire Department Regional Fire Authority ("RFA").  As the region has grown and costs have increased, Bothell has considered governance/service models for fire and emergency medical services (“EMS”). As part of its study, Bothell contracted with the RFA for fire administration (Fire Chief) services.

The City Council has determined that annexing into the RFA ensures long-term sustainability of funding to maintain current fire protection and EMS service levels. Annexation will not change the delivery or the level of services to Bothell residents.

If annexation is approved, Bothell Fire Department would become part of the larger RFA, instead of operating as a standalone, smaller fire department. By combining resources and expertise and coordinating efforts, fire and EMS service can gain efficiencies, including response operations. Bothell voters will be entitled to vote on all ballot measures proposed by the RFA—including those pertaining to taxation and benefit charges.  Bothell will have representation on the RFA Board. If annexation is rejected, Bothell would need to reseek voter approval, negotiate a new agreement with RFA or another agency, or reconstitute the Bothell Fire Department.

As Bothell grows, our fire and emergency medical response needs to grow with us. Proposition 1 gives our community a proven way to deliver quality emergency care when every second counts. That’s why the Bothell Professional Firefighters Association, IAFF Local 2099, has endorsed this measure.

Regional fire service is the standard model in our area for good reasons. By joining the Shoreline Regional Fire Authority, Bothell Fire will become part of a larger organization that can share resources, coordinate personnel, expand specialized capabilities, and improve operational efficiency. Instead of spending local taxpayer dollars to duplicate administrative systems and equipment across multiple independent agencies, annexation combines resources with neighboring communities—maximizing those resources where they belong: out in our neighborhoods serving our residents.

Joining the RFA also helps Bothell plan for costs ahead. Sharing the cost of future facilities and equipment across a larger regional tax base lightens the financial impact on our city, protecting Bothell residents from bearing those costs alone while improving service in our community.

With a Yes vote, we retain a significant amount of control over the direction of the fire service in Bothell. Our city will have a substantial voice in how the RFA is run with three of the nine seats on the RFA’s governing board.

Vote Yes on Proposition 1 to keep strong local decision-making about fire and emergency medical service, give our firefighters and residents the resources of a larger regional department, and set Bothell up well for future service improvements.
