Replacement of Expiring Capital Levy for Instructional Technology Improvements

The Board of Directors of Enumclaw School District No. 216 adopted Resolution No. 1151 concerning an instructional technology levy. This proposition would authorize the District to acquire and install instructional technology equipment and infrastructure, provide related staff training, and make other technology improvements and upgrades, to enhance student learning; and to levy the following excess taxes on all taxable property within the District, as provided in Resolution No. 1151:

Passage of Proposition No. 2 would enable the Enumclaw School District No. 216 to replace an existing levy for capital projects and technology needs that will expire at the end of calendar year 2026. The proposed levy would authorize collection of supplemental excess property taxes of $2,472,195 in 2027, $2,619,788 in 2028, $2,776,236 in 2029, $2,942,071 in 2030, $3,117,856 in 2031, and $3,304,188 in 2032.


If voters approve this proposition, these taxes would be deposited into the District’s Capital Projects Fund and used for technology for staff and student use, including the acquisition, installation and improvement of computer technology, telecommunications and networking systems; physical security and cybersecurity expenditures; and ongoing fees for online applications and software licenses, and ongoing training related to the installation and integration of these products and services.


Based on projected assessed valuation information, the District estimates a tax rate of $0.28 per $1,000 of assessed valuation in each of the six collection years. A property tax exemption may be available to certain senior or disabled homeowners who meet specified income limits. This Technology (Tech) levy is not a new tax, it’s a renewal. This levy has been approved by voters since its beginning in 2009, providing funding to prepare students for today’s workforce by providing access to computers and technology. This levy requires voter approval every six years.

Tech levy dollars are used to fund computers, chromebooks, classroom technology, and cyber security. Starting in elementary school, students have access to computers. In middle and high school, students are given their own device to enhance their learning.  Tech levy dollars are used to purchase, maintain and upgrade student devices. They provide staff training for classroom technology. They fund costs associated with hardware, software, online applications, subscriptions and licensing fees.

The EP&O and Tech levies combined make up approximately 16% of Enumclaw School District’s budget. State and federal funds do not fully cover the actual cost of operating a school district in Washington. Both levies are renewals and will not increase your taxes.
