Replacement of Expiring Capital Levy for Technology Improvements and Support

The Board of Directors of Shoreline School District No. 412 adopted Resolution No. 2025-16, concerning a proposition to finance technology improvements and support. This proposition would authorize the District to acquire and install instructional technology to improve student learning, upgrade District-wide technology equipment, systems and infrastructure, provide related training and support, and levy the following excess taxes, in place of an expiring levy, on all taxable property within the District:

Passage of Proposition No. 2 would allow Shoreline Public Schools to replace an existing capital levy for technology improvements and support that will expire at the end of calendar year 2026. The taxes collected by this replacement levy will be used to fund technology. This includes, but is not limited to, the replacement of computers and devices for students and staff; upgrades to network systems, cybersecurity, and infrastructure; and the acquisition of digital curriculum, online learning tools, and library and assessment systems. It will also fund classroom technology such as displays, sound systems, and document cameras; specialized tools for instruction and special education; and student- and family-facing systems for communication and access to learning. In addition, levy funds will support staff training and technical support, as well as modernization of district operations and management systems. The proposed four-year replacement capital levy for technology improvements and support would authorize collection of taxes to provide $7,000,000 each year from 2027 through 2030. The levy rate per $1,000 of assessed value required to produce these amounts is estimated to be $0.30 in 2027, $0.29 in 2028, $0.27 in 2029, and $0.26 in 2030. Modern education requires up-to-date technology, yet Shoreline School District’s aging computers and outdated systems threaten student learning. This replacement levy addresses critical technology needs that have been deferred for too long and sets the stage for the near future. Without voter approval, students would be left with inadequate digital tools essential for success in today's world. This levy combined with the EP&O levy is projected to result in a lower average tax rate for Shoreline and Lake Forest Park homeowners in 2027-2030 than in the previous four years.

This levy represents replacement funding, not new taxes. It funds maintenance and replacement of computers and devices for students and staff, upgrades to network systems including cybersecurity and infrastructure improvements to protect student data, digital curriculum and online learning tools, classroom technology such as displays and sound systems, specialized instructional tools for special education, student- and family-facing communication systems, staff training and technical support, and modernization of district operations.

Schools across our district serve diverse learners with varying needs and backgrounds. Technology provides critical access to learning resources, communication tools, and educational opportunities for all students, regardless of family circumstances or whether English is their first language. Updated software removes barriers to enrollment and helps families access the school district more equitably.
