Proposition No. 1

Replacement of Existing Educational Programs and Operations Levy

The Board of Directors adopted Resolution No. 2411, concerning educational funding for student programs and services. This proposition authorizes the District to replace an expiring levy by levying the following excess taxes upon all taxable property within the District, to provide support for educational programs, staff and operations which are not funded or not fully funded by the State:

Lake Washington School District requests voter approval of a replacement Educational Programs and Operations Levy to enable the District to pay for educational programs and services not funded by the State and needed to meet the current and future educational programs and services for students. The proposed levy would replace an existing levy that expires in 2026 and that currently funds approximately 16% of the District’s general operating expenses. The proposed replacement levy pays for teaching and non-teaching staff, health and safety services, social-emotional supports, early learning programs, transportation, staff professional learning, activities and athletics/sports, additional course offerings, and other non-capital expenses of operating the District schools. 

Passage of this proposition would authorize a levy averaging $134.9 million per year, to be collected over the next four years. Based on current assessed valuation information, the estimated levy rate would be $0.99 in 2027 declining to $0.92 in 2030 per $1,000 of assessed value. This replaces an expiring levy. The exact levy rate will be adjusted based upon the actual assessed value of the property within the District and the limitations imposed by State law at the time of the levy.

Exemptions from taxes may be available to homeowners who are 61 or older, or disabled, and who meet certain income requirements. For more information, call the King County Department of Assessments at 206-296-3920.

Proposition 1 renews the expiring Educational Programs and Operations levy. It funds essential services not covered by the state, accounting for 16% of the district’s budget. For example, the state pays for only five school psychologists to cover our 57 schools! Local levy dollars cover the gap. Failure to pass this measure would result in drastic cuts to educational programs and student services.

 

This levy benefits every school and student in the district, funding special education, English-language learning, preschool and Head Start, and highly capable programs, ensuring all kids can thrive. It provides student access to counselors, mental health professionals, and school safety specialists while covering 90% of sports and extracurriculars. These programs are shown to significantly improve student learning and help students graduate future ready.

 

While the statewide graduation rate fell, Lake Washington reached a 94.2% on-time graduation rate, the highest in district history. Voters overwhelmingly passed this measure four years ago. That commitment is why Lake Washington remains one of the highest performing districts in the state.
