Renewal of Expiring Technology and Capital Projects Levy

The Board of Directors of Bellevue School District No. 405 adopted Resolution No. 2025-15, concerning a proposition to maintain educational technology and capital projects funding. This proposition would fund educational facilities, including student access to new technologies, collaborative STEM education and integrated digital curriculum, network/cybersecurity infrastructure, roofing, HVAC and safety/security systems, and authorize the District to levy the following excess taxes, renewing an expiring levy, on all taxable property within the District:

Passage of Proposition 2 would renew the existing technology and capital projects levy that expires at the end of calendar year 2026. The levy pays for educational technology, school facilities, and infrastructure improvements that are not funded by the State, including, but not limited to: (1) district-wide technology to provide students with access to new technologies and software that support learning, collaborative STEM education, integrated digital curriculum, and computers and/or tablets for every student; (2) classroom technology and related systems, including technology for teaching and learning, technology support, network and cybersecurity infrastructure, and staff technology training; and (3) upgrades to school facilities, including large scale roofing, and heating and cooling systems and equipment (“HVAC”) improvements, major capital repairs, athletic facility improvements, safety and security systems and infrastructure improvements, kitchen facility improvements, and energy conservation.
If approved, Proposition 2 would allow for a levy up to $64,000,000 in 2027, $67,000,000 in 2028, $70,000,000 in 2029, and $73,000,000 in 2030. Based on projected assessed valuation information, the levy rate required to produce these amounts is estimated to be $0.54 per $1,000 of assessed value. The exact levy rate may be adjusted based upon the actual assessed value of property within the District at the time of the levy. Our students deserve safe, healthy, and modern schools. Vote “Yes” to renew the Technology and Capital Projects Levy and continue preparing students for future success.

Modern education and career readiness requires investment in technology to keep our classrooms current with evolving STEM education needs integrated with traditional education methods. This levy funds replacing outdated devices to ensure that every student has access to a current computer or tablet for learning. It also supports classroom instruction through teacher training in the rapidly changing technology environment.

Prop 2 also funds basic capital project needs that the State doesn’t cover to maintain safe and healthy learning environments for our students. This levy maintains our school buildings in good condition with roof repairs and updated HVAC (heating, cooling, and ventilation) systems; energy-efficiency improvements to support the environment and save taxpayer money through lower utility costs; and athletic fields, school kitchens, and safety upgrades in every school across the district.

This is Not a New Tax. Just like Prop 1, voters are asked every 4 years to simply renew the levies they already approved. Voting “Yes” maintains a stable tax rate while continuing to fund the capital projects and technology that our students need to succeed.

This 4 year Capital Levy is a 20% increase in dollars over the previous 4 year Capital levy.

The Bellevue SD should not be implying, in their campaign materials, that voters are voting on future tax rates. We, voters, are voting on amounts in dollars. Tax rates for a given year are calculated by the county assessor each January by taking the amount in dollars of the levy amount for the year and dividing it by the Total Assessed Values (TAV) of all taxable properties for that year. The district is assuming 5% increases, compounded, in TAV each of the next 4 years. But the district is failing to let the example property grow at that pace giving an underestimated cost. This is why guesstimated future tax rates are meaningless and should be prohibited from school districts’ campaign materials.

The District’s Explanatory Statement provided above includes all of the total dollar figures for calculations. Voters expect stable tax rates, and this measure simply renews the existing levy so that our schools can keep up with rising costs without sacrificing quality education. The against-schools committee doesn’t give any argument to oppose the projects funded by this measure—and for good reason! This levy provides a strong foundation, so that our students can focus on learning.

Same story as Prop 1. Either the state is grossly underfunding, BSD is mismanaging funds, the "pro" statement is fictional overselling or combinations thereof.  Levy funds, properly managed, may be useful for student enrichment, but please let us be forthcoming why WA state constitutionally required basic needs for education remain increasingly dependent upon these deceptive "renewal" levies.
