Proposition No. 1
Property Tax Levy for Fire Protection and Emergency Medical Services

The Board of Mountain View Fire and Rescue adopted Resolution No. 22-552 concerning a proposition to maintain and adequately fund District operations. This proposition authorizes the District to restore its 2022 regular property tax levy to $1.50 per $1,000.00 of assessed valuation (collected in 2023) and authorizes a limit factor of the greater of 1% or the CPI-W for Seattle-Tacoma-Bellevue as reported in June of the levy year for each of the five succeeding years. The maximum allowable levy in 2027 (collected in 2028) shall serve as the base for computing subsequent levy limitations as provided by Chapter 84.55 RCW.

Mountain View Fire and Rescue provides emergency fire protection and medical services to its citizens. The District’s Board of Commissioners has determined that this proposition is necessary to maintain an effective level of service, fire fighter staffing, equipment and facilities in light of rising costs and increasing service demands. This taxes levied pursuant to this measure will allow the District to maintain the level of fire protection and emergency medical services provided to its citizens.

 

If approved by the voters, this proposition will authorize the District to restore its regular real property tax levy rate to $1.50 per $1,000 of assessed valuation in 2022 for collection in 2023 (the current levy is approximately $1.31 per $1,000 of assessed valuation).  For the five subsequent years, the proposition authorizes annual adjustments by the greater of 1% or the annual CPI-W for Seattle-Tacoma-Bellevue as reported in June of each levy year. The amount levied in 2027 and collected in 2028 shall serve as the District’s tax levy base and, in 2028, absent further voter approval, the tax levy will be subject to the statutory one percent limit.

Mountain View Fire and Rescue provides essential fire, medical, and emergency services for our community. The District’s operating costs continue to rise due to increasing service demands and inflationary costs that are outpacing the property tax revenue to maintain essential emergency service levels and operational effectiveness.
 

The District is asking voters to restore their fire levy rate to the previously approved $1.50 per $1,000 of assessed property value. The current fire levy rate has fallen to $1.31 per $1,000 of assessed property value.
 

This is not a new tax. This simply allows the District to restore funding to the previously approved level. This amounts to $102 per year or $8.50 per month for the average home.
 

Washington State limits fire district tax revenue increases to 1% per year regardless of the increased property’s assessed value. This means if a home increases 12% in assessed value, the District can still only collect 1% more overall than the previous year. We are challenged to meet the growing demand to maintain essential service levels and response times.
 

MVFR funds daily operations and most capital replacement needs through a regular operating levy. The fire levy pays for staffing, repairing and replacing equipment and ever-increasing operating expenses to provide fire suppression, emergency medical and other essential services to District citizens. With your yes vote, the District will have a more sustainable funding source to provide vital services.
 

Our firefighters have always been there for us, and now we have the opportunity to support their work in our community. We encourage and ask for your yes vote on this levy lid lift.
