Levy Lid Lift for Fire Protection and Emergency Medical Services

The Board of Fire Commissioners of King County Fire Protection District No. 34 adopted Resolution No. 332-22, concerning a proposition to restore the District’s regular property tax levy. This proposition would provide funds for the limited purposes of fire protection, prevention and emergency medical services. It lifts the District’s maximum regular levy rate for collection in 2023 to $1.25 per $1,000 of assessed valuation and sets the limit factor for levy increases in 2024 through 2028 at 106%. The maximum allowable levy amount for 2028 will be used for the purpose of computing the limitations for subsequent levies under chapter 84.55 RCW.

King County Fire Protection District 34 provides fire protection, prevention and emergency medical services to the residents of unincorporated King County in the greater Redmond community through an emergency services agreement with the City of Redmond. The District pays the City of Redmond for costs of the emergency medical and fire protection services provided by the City of Redmond Fire Department.

 

The legal maximum regular levy rate for Washington fire districts is $1.50 (per $1,000 of assessed value). However, due to rapid increases in property values and the statutory 1% limitation on annual property tax increases, the District’s current levy rate in 2022 has decreased to approximately $0.92.

 

Presently, due to the impacts of inflation and increases in the cost of services provided by the City of Redmond, the funds available under the current tax limit are insufficient to maintain the current level of service provided by the City of Redmond Fire Department.

 

If approved, Proposition No. 1 will increase the District’s regular property tax levy rate to $1.25 in 2023 and set the limit factor for calculating annual levies at up to 106% for the following five years (2024-2028). The estimated $0.33 increase in 2022 would equal approximately $34 per month for a $1,200,000 home. The 2028 levy amount will be used to calculate subsequent levy limits. This funding amount is anticipated to be sufficient to maintain the District’s current level of service provided by the City of Redmond Fire Department.  

In 2021, 12% of Washington wildfires were lightning-caused.  44 Washington fires met the large fire criteria described as fires larger than 1,000 acres.  The Schneider Spring fire burned 107,118 acres. Washington State recorded the hottest and driest year on record. In addition to Washington’s triple-digit, June heat wave, state officials noted that the intense heat throughout July and August often made wildfires harder to manage.

 

And yet, King County Fire Protection District 34 hasn't asked for additional funds since 2007, despite rising cost-of-living expenses. 

 

Proposition No. 1 will result in a tax increase of about $1 per day for the average home. Our property and loved ones are in that home. We can’t expect the best protection if our fire stations can’t afford the proper equipment, and can’t hire enough firefighters and paramedics to protect us without delays caused by budgeting shortfalls. Even a short delay in paramedic response in a heart attack can mean the difference between life and death. (Mayo Clinic). A residence can become engulfed in flames in five minutes.  (Ready.gov)

 

Firefighters run into fires rather than running away from them. We need to show our support by giving them the tools they need.
